On March 25, 2021, Scott Horton presented a webinar entitled OPENing Up: COVID-19 Updates and Strategies for Public Employers to members of the Organization for Public Employer Negotiators (OPEN).  The presentation addressed issues such as employee vaccination, travel restrictions, and work-from-home considerations.

Affiliated with the National Public Employer Labor Relations Association, NYSPELRA is a non-profit organization that works to improve labor and personnel relations in the public sector through direct advice, counsel, and advocacy to the state legislature and NYSPELRA members.

Scott represents public and private-sector employers before administrative agencies and in state and federal courts. He also handles labor relations issues involving unions and day-to-day human resource compliance matters. He is currently the Chair of the Municipal and School Law Committee of the Bar Association of Erie County.
