Attorney Scott Horton has been practicing Labor & Employment law in New York for over 15 years. He has represented over 400 employers, authored 100s of articles and presentations, and wrote the book New York Management Law: The Practical Guide to Employment Law for Business Owners and Managers.
After five years as a partner (and six before that as an associate) in a large law firm, Scott founded Horton Law PLLC in 2017. Horton Law was listed annually in U.S. News and World Reports – Best Lawyers’ “Best Law Firms,” most recently with a Tier 1 ranking for Employment Law – Management in the Buffalo, NY metro area.
In May 2023, Scott joined gunnercooke LLP as a Partner in the firm’s Employment Law group. Based out of gc‘s New York City office, Scott still resides in and works from the Buffalo area, serving clients throughout the State of New York and beyond.

What is Management Law?
Scott focuses his legal practice on the representation of business organizations rather than individuals. He advises public and private sector employers across a broad range of labor and employment law matters, including day-to-day human resources compliance matters, labor relations, and related litigation.
In addition to providing legal services to clients, Scott is dedicated to providing general information on labor and employment law requirements, best practices, and developments.
